Top 50 Community Colleges for Hispanics

Administration April 2024

Each year, Hispanic Outlook recognizes the invaluable support that community colleges across the country offer to Hispanic/Latino students, as part of their mission to provide opportunities to students from the widest spectrum of American society – particularly those who are better served by local, flexible course schedules, affordable fees and practical, career- oriented pathways.

TOP 50 COMMUNITY COLLEGES FOR HISPANICS

APRIL 2024

Each year, Hispanic Outlook recognizes the invaluable support that community colleges across the country offer to Hispanic/Latino students, as part of their mission to provide opportunities to students from the widest spectrum of American society – particularly those who are better served by local, flexible course schedules, affordable fees and practical, career- oriented pathways. In order to identify the top 50 community colleges that serve the largest number of Hispanic/Latino students (measured through enrollment and degrees granted), we draw upon the latest data provided by the Integrated Postsecondary Education Data System (IPEDS), a part of the National Canter for Education Statistics (NCES).

Last year, H.O.’s traditional lists of top community colleges for Hispanics – which were restricted to 2-year institutions with associate degrees as the highest degree granted - were expanded to include separate lists for the growing number of community colleges that offer bachelor’s degrees. These are defined as 4-year institutions by IPEDS, but are still considered community colleges (and are thus differentiated from conventional 4-year universities) because they have Carnegie classifications that include only Associates Colleges as well as “Baccalaureate/Associates Colleges, Associate Degrees Dominant” and “Baccalaureate/Associates Colleges, Mixed Baccalaureates And Associates Degrees” (this last classification was carefully examined to ensure that each institution mentioned is indeed primarily an Associates College).

To provide a truly complete overview of the entire landscape of American community colleges, this year we have expanded these lists yet again to include private institutions that serve the largest numbers of Hispanic/Latino students. These institutions have not been included in the past, because they do not have large enough numbers to fall within the overall top 50 community colleges in terms of Hispanic/Latino enrollment and degrees, which are all public. Nonetheless, they provide key opportunities to students within their states and communities, and must be recognized as well.

Two-year Community Colleges (with Associate Degrees as Highest Degrees Granted)

Top 50 public institutions - enrollment

  • In Fall 2022, all top 50 two-year community colleges enrolled more than half a million (474,536) Hispanic/Latino students, an increase of nearly 15,000 from Fall 2021. The majority of the colleges on this list are in California (36), followed by Texas (8), New York (3), Arizona, New Mexico and Virginia (one each).

  • The top three institutions - El Paso Community College, East Los Angeles College and Houston Community College - each enrolled more than 18,000 Hispanic/Latino students. Enrollment at the top five institutions together accounted for 19% of total Hispanic/Latino enrollment at all top 50 colleges.

  • The colleges with the highest percentage of Hispanic/Latinos as a proportion of total enrollment were Imperial Valley College (91%), Texas Southmost College (91%) and El Paso Community College (85%).

Top 50 public institutions - associate degrees granted

  • In the 2021-22 academic year, the top 50 community colleges in terms of Associate degrees granted to Hispanic/Latino students conferred 73,364 of these degrees, 4,194 more than in the 2021-22 academic year.

  • The top five community colleges on this list – headed by El Paso Community College and East Los Angeles College - together awarded 13,080 associate degrees to Hispanic/Latino students, representing 18% of all Associate degrees awarded by the 50 schools on this list.

  • The colleges with the highest proportion of Associate degrees awarded to Hispanic/Latino students were Texas Southmost College (96%), Imperial Valley College (92%), Palo Alto College (88%), and El Paso Community College (85%).

  • More than two-thirds of these top 50 2-year community colleges for Hispanics/Latinos (in terms of Associate degrees granted) are located in California (39), followed by six in Texas, two in New York, and one each in New Mexico, Ohio and Virginia.

  • Regionally, the data on Associate degrees granted by 2-year institutions to Hispanic/Latino students reveals that El Paso Community College in Texas is ranked first in the South, the largest region in the country (comprised of 17 states). In the West, East Los Angeles College in California is in first place, while in the Midwest Eastern Gateway Community College in Ohio ranks first, and in the Northeast, CUNY Borough of Manhattan Community College awards the highest number of these degrees to Hispanic/Latino students.

Top 10 private institutions – enrollment and associate degrees granted

  • The 10 private two-year community colleges that serve the largest number of Hispanic/Latino students enrolled a total of 9,125 of these students in Fall 2022. Thus, the number of Hispanic/Latino students enrolled at the top 10 public two-year institutions is 17 times higher than those enrolled at the top 10 private two-year colleges.
  • The top two of these private institutions – American Career College in Los Angeles and in Ontario, California – enrolled more than 1,000 Hispanic/Latino students each. The majority (7) of the colleges on this list are found in California.

  • In the 2021-22 academic year, a total of 1,713 associate degrees were granted to Hispanic/Latino students by the top 10 private two-year community colleges that award the highest number of these degrees. Half of the private institutions on this list are in California.

Four-year Community Colleges (with Bachelor’s Degrees as Highest Degrees Granted)

Top 50 public institutions – enrollment

  • In Fall 2022, all top 50 four-year community colleges enrolled a total of 419,753 Hispanic/Latino students, an increase of 22,750 students from Fall 2021. It is notable that nearly as many Hispanic/Latino students were enrolled at the top 50 four-year community colleges as were enrolled at the top 50 two-year colleges, highlighting the growing importance and presence of bachelor-degree-granting community colleges.

  • The top two of these four-year institutions - Miami Dade College in Florida and Dallas College in Texas - enrolled more than 30,000 Hispanic/Latino students each.

  • The colleges with the highest percentage of Hispanics/Latinos as a proportion of total enrollment were Laredo College in Texas (96%), South Texas College (95%), and Rio Hondo College in California (77%).

  • In contrast with the top 50 two-year colleges serving Hispanic/Latino students, which are mostly located in one state (California), the top 50 four-year community colleges are more widely distributed across different states: the largest number are in Florida (16), followed by California (13), Texas (12), Colorado (4), Nevada and Washington (two in each), and Indiana (one).

  • It should be noted that nine of the four-year Florida colleges listed here are now categorized by the state government as “state colleges”, which replaces the previous “community college” designation but still represents a distinct category of career-oriented institutions.

Top 50 public institutions – associate and bachelor’s degrees granted

  • In the 2021-22 academic year, a total of 66,258 associate and bachelor’s degrees were granted to Hispanic/Latino students by all top 50 four-year community colleges.

  • Miami Dade College ranks first in awarding the greatest number of associate and bachelor’s degrees to Hispanic/Latino students, with 8,400. South Texas College, Dallas College, the Lone Star College System and Bakersfield College round out the top five places on this list; each of these colleges awarded more than 3,500 degrees to Hispanic/Latino students.

Top 10 private institutions – enrollment and degrees granted

  • In Fall 2022, all top 10 private four-year community colleges enrolled 4,823 Hispanic/Latino students, a much lower figure than that for the top 10 private two-year institutions.

  • At half of these colleges, more than two-thirds of enrolled students are Hispanic/Latino, with the highest percentage at St. Augustine College, a bilingual college in Illinois.

  • In the 2021-22 academic year, 1,468 associate and bachelor’s degrees were awarded to Hispanic/Latino students by the top 10 private four-year community colleges
